PAREB appoints who administers each board — the tier above the board's own members.
The appointee gets an email to accept. On acceptance they receive the board-admin workspace for that board. You can't grant a role you don't hold; every appointment is recorded under your name.

Officers are appointed by PAREB, not self-selected. A board admin can then admit and verify that board's own members — but only PAREB adds or removes the officers themselves. Every appointment and revocation is logged with the acting national officer's name.
